Jayziah Echevarria, 18, of Lancaster has been charged with "criminal homicide, conspiracy to commit criminal homicide, firearms not to be carried without a license and recklessly endangering another person," the police announced around 7 p.m. on Wednesday, Aug. 2, 2023.
Jomar Santos, 14, of Leola, has been charged "with criminal homicide, conspiracy to commit criminal homicide, possession of a firearm by a minor, firearms not to be carried without a license and recklessly endangering another person," the police added.
Police were called to a report of shots fired in the 400 block of Saint Joseph Street at 11:53 a.m. on Aug. 2, 2023.
When officers got to the scene they found Johan Parra, 31, of Lancaster, shot dead.
More shoots were soon fired and a standoff ensued, according to the police.
At 1:36 p.m. the shooting was listed as "active" and the Lancaster Bureau of Police released a statement to the press to urge the public to avoid the following areas:
The 400, 500, and 600 blocks of West Vine, Saint Joseph, and Poplar streets.
- Saint Joseph to Poplar streets.
- Poplar to East Filbert streets.
- West Strawberry to Saint Joseph streets.
Around 6:30 p.m. the standoff ended and two men were taken into custody, according to the police.
The police release the following in a statement at 7 p.m., reading in part:
"The incident developed rapidly, and the Bureau resolved the situation quickly with assistance from the Lancaster County Special Emergency Response Team and the Lancaster County District Attorney's Office.The Bureau would like to thank the Lancaster County SERT and District Attorney's office for their assistance."
The specifics of the situation have not been shared as of 7 p.m. on Aug. 2.
The investigation is "active and ongoing," the police said.
